As a consumer I agree about the bobby pins, however, there was one card which echoed some sort of effort. This had fewer bobby pins on it, a slit in the card so that the booby pin was inserted securely. There were possibly 12 bobby pins per split, 2 splits in a nice printed colourful card.
The bobby pins did cost more, but theses things disappear readily so the replacement rate, like hair ties, can be quite high.
I have recently purchased see through printed tubes of hair ties and other hair products, this may work too by keeping things away from the dreaded jaws of the vacuum cleaner and at very least keeps the product intact till it gets home.

guila i agree with you about the vacuum cleaner. bobby pins are worse than hair ties as they lodge. your post should be a comment to one of cams post or are you designing packaging for bobby pins too?
