You might think I'm going out of my way here to find ugly packaging. Sadly, I'm not.
Working top to bottom:
It's hard to see in this picture but the small (too small?) white copy on the black strip at the top is irregular in weight and kerning. The font-face is a sans-serif of questionable origin. I actually think the poor quality here is due to the printing. The black was probably set up on all 4 plates, there is only so much ink you can put down on a piece of paper. The copy itself espouses the qualities of the product, hard to believe when the quality of the packaging screams CHEAP!!
The copy Hair FX, written in an UPPERCASE serif, coloured red, I guess, is the logo. Just in case you didn't get it they've spelled out and underlined hair effects in the same type, coloured blue just below the 'logo'. FX, effects, get it? Proportionally the letterforms are ugly (I think it's Times squashed vertically). The weight of the underline under the tagline is too heavy.
60 Bobby Pins. Ok, worthy information to include, in a size I can actually read. Then we have the product itself, Bobby Pins. I like the way these are laid out, 4 groups, 15 in each, down the page.
The last line reads "Made in USA". Must be a typo, I'm sure it's supposed to say China.
This one passes the 'padlock' test, just... (you'll need to read my previous post to get that one).

an excellent analysis of packaging. i agree with all your comments. the picture is about 80% of full size. is the background card palest pink or white? i also like they inform you of quantity. bobby pins is one product where you would keep the packaging longer than most as it would retain them in one location. like your typo joke.
